Periskop Development: Zoning Resolution for the Eastern Section of the "Blau.Quartier" Project in Ulm

The city of Ulm has passed the zoning resolution for the development plan "Blau.Quartier - Bauabschnitt Ost." This allows Periskop Development, a subsidiary of Periskop Partners and one of Europe's leading investment and asset managers in land development, together with joint venture partner HLG Real Estate GmbH & Co. KG, a specialist in transforming large-scale retail properties, to further develop the Blau.Quartier on behalf of landowners.
In the eastern section of the Blau.Quartier, approximately 7,500 m² of rental space will be allocated for local services, around 2,000 m² for additional retail, along with a medical center, office spaces, a fitness studio, and about 110 apartments offering views of the Blau.
The second construction phase includes up to 1,000 apartments across 11 building plots ranging from 1,300 to 4,400 m², which can also be purchased individually. This offers an attractive opportunity particularly for regional investors, large construction companies, and project developers.
The Blau.Quartier sets new benchmarks in sustainable urban development. Its integrated mobility concept encourages walking, cycling, the use of public transport, and electromobility. The construction approach is resource-efficient: underground parking and parts of the ground floor will be preserved, and materials for new buildings will be reused. Up to 20 percent of the building mass is incorporated into the redesign, reducing CO₂ emissions. The open space design emphasizes environmental compatibility: sealed surfaces will be unsealed, rainwater management optimized, and roof areas equipped with photovoltaics and greenery. The goal is to maintain the quarter's irrigation without further groundwater extraction.
