Zoning Plan “Urbane Mitte Süd” Legally Effective – Milestone in the Urban Quarter Development at Gleisdreieck

With the publication of zoning plan VI-140cab in the Berlin Law and Ordinance Gazette on April 29, 2026, the planning process for the southern section of the “Urbane Mitte am Gleisdreieck” has been successfully concluded after more than a decade of preparation. This establishes the statutory planning framework for the continued development of a key inner-city site at the heart of Berlin, located between Trebbiner Street, the German Museum of Technology, the Ostpark, and Luckenwalder Street.

The zoning plan’s ratification marks a major milestone in the overall development of the Urbane Mitte project. It also stands as a testament to the successful completion of a highly complex urban planning procedure within one of Berlin’s most dynamic and sensitive city areas.

Given the citywide relevance of the project, responsibility for the planning procedure was transferred in June 2025 to the Berlin Senate Department for Urban Development, Building and Housing, which subsequently carried it forward at the state level. The further planning process was carried out in close cooperation between the project developer and the Senate Department.

Throughout several planning stages, a continuous coordination process was maintained, integrating diverse professional, urbanistic, and public-interest perspectives into a coherent overall concept. Multiple dialogue formats ensured meaningful public participation within a structured, transparent engagement process.

With the official enactment of the zoning plan, a solid foundation has now been laid for the upcoming implementation phase. The next step will see the competition jury evaluate the submitted design proposals in August 2026.
